公(gong)司實(shi)行(xing)負(fu)責(ze)人首(shou)要(yao)負(fu)責(ze)制(zhi),明確公(gong)司最高管(guan)理(li)者、管(guan)理(li)者代表、各(ge)管(guan)理(li)部門及生(sheng)產單位(wei)的(de)質(zhi)量(liang)(liang)(liang)職(zhi)責(ze)和目標要(yao)求(qiu)。層(ceng)層(ceng)簽訂責(ze)任(ren)(ren)書,確保質(zhi)量(liang)(liang)(liang)落到實(shi)處。公(gong)司建立了橫向覆蓋(gai)研(yan)發、采供(gong)、生(sheng)產控制(zhi)、銷售及服務等全過程,縱(zong)向覆蓋(gai)高層(ceng)領(ling)導到崗(gang)位(wei)員工(gong)的(de)質(zhi)量(liang)(liang)(liang)責(ze)任(ren)(ren)體系。每年評(ping)價確定(ding)各(ge)部門及崗(gang)位(wei)質(zhi)量(liang)(liang)(liang)責(ze)任(ren)(ren)指標,納(na)入績(ji)效考核(he),制(zhi)定(ding)質(zhi)量(liang)(liang)(liang)控制(zhi)規范(fan),保證質(zhi)量(liang)(liang)(liang)責(ze)任(ren)(ren)得(de)到層(ceng)層(ceng)落實(shi)。公(gong)司制(zhi)定(ding)了各(ge)崗(gang)位(wei)操作規范(fan),明確崗(gang)位(wei)操作和質(zhi)量(liang)(liang)(liang)要(yao)求(qiu)。制(zhi)定(ding)《質(zhi)量(liang)(liang)(liang)管(guan)理(li)考核(he)辦法》,按季檢(jian)查(cha)、考核(he)各(ge)單位(wei)質(zhi)量(liang)(liang)(liang)責(ze)任(ren)(ren)制(zhi)落實(shi)情況,召(zhao)開(kai)質(zhi)量(liang)(liang)(liang)工(gong)作會進行(xing)通報,對(dui)質(zhi)量(liang)(liang)(liang)責(ze)任(ren)(ren)制(zhi)目標實(shi)現情況與(yu)單位(wei)績(ji)效進行(xing)掛(gua)鉤考核(he),各(ge)部門制(zhi)定(ding)相應的(de)掛(gua)鉤考核(he)辦法,對(dui)生(sheng)產班組、工(gong)段(duan)、車間進行(xing)考核(he)。對(dui)重大質(zhi)量(liang)(liang)(liang)安全事故,實(shi)行(xing)“一票否(fou)決”。

 

三、質量誠信基礎建設

1、檢驗檢測能力

公司檢(jian)測中心建(jian)立了檢(jian)測設(she)備(bei)檔案,并整(zheng)理分類,將(jiang)重要(yao)的(de)(de)(de)精密儀器以(yi)及(ji)重要(yao)項目、關鍵參數的(de)(de)(de)檢(jian)測設(she)備(bei)進(jin)(jin)行(xing)(xing)重點管(guan)理。管(guan)理的(de)(de)(de)關鍵內容(rong)是:進(jin)(jin)行(xing)(xing)校準或檢(jian)查(cha),以(yi)便(bian)檢(jian)測數據的(de)(de)(de)有效溯源,持(chi)(chi)續維(wei)持(chi)(chi)設(she)備(bei)的(de)(de)(de)良好(hao)運行(xing)(xing)和(he)準確度。檢(jian)驗(yan)設(she)備(bei)的(de)(de)(de)使用人(ren)(ren)員必須經(jing)過(guo)專(zhuan)業培訓,考核合格后方可上崗。實(shi)驗(yan)室還建(jian)立了完(wan)善(shan)的(de)(de)(de)樣(yang)品(pin)留存(cun)(cun)制度,每次(ci)檢(jian)測完(wan)畢后將(jiang)檢(jian)樣(yang)及(ji)復(fu)樣(yang)做好(hao)標(biao)識存(cun)(cun)放于(yu)樣(yang)品(pin)庫中,并由專(zhuan)人(ren)(ren)負責保管(guan),留存(cun)(cun)至少一年(nian),以(yi)便(bian)出(chu)現(xian)問題及(ji)時復(fu)檢(jian)及(ji)查(cha)找原(yuan)因。切實(shi)加(jia)強供(gong)(gong)應商供(gong)(gong)貨的(de)(de)(de)質(zhi)(zhi)量(liang)檢(jian)查(cha)驗(yan)收,督(du)促(cu)供(gong)(gong)應商依(yi)法履(lv)行(xing)(xing)質(zhi)(zhi)量(liang)責任(ren),嚴把(ba)原(yuan)材(cai)料入庫質(zhi)(zhi)量(liang)關,嚴格工藝紀律,嚴格生產(chan)全過(guo)程的(de)(de)(de)質(zhi)(zhi)量(liang)控制,加(jia)強質(zhi)(zhi)量(liang)監(jian)(jian)督(du)隊伍建(jian)設(she),加(jia)強對監(jian)(jian)督(du)人(ren)(ren)員的(de)(de)(de)教育和(he)培養,不(bu)斷提高其素質(zhi)(zhi),完(wan)善(shan)監(jian)(jian)督(du)手段(duan),提高質(zhi)(zhi)量(liang)改進(jin)(jin)能力,增強其權威性(xing)和(he)有效性(xing)。
